Lynnwood Mayor Nicola Smith and the City Council celebrated April as the Month of the Young Child with a Proclamation at Monday’s meeting. 32nd District Ruth Kagi, a champion of early education and representatives from Edmonds Community College’s Center for Families participated in the reading of the Proclamation.
